為換發數位身分證New eID，行政院委辦中央印製廠進行採購晶片身分證3,000萬張與印製設備系統，東元電機以近32.9億元得標。不過業界知情人士指稱，後續製卡工程，卻轉包委由境外卡廠Idemia製作，個人化資料印製設備，則是分包另一家境外設備廠DataCard。另外還有兩家國內分包廠商宏通數碼、東元捷德，只在國內進行部分作業，完全沒有全卡製證或防偽的技術移轉，僅就1,500萬張身分證進行卡…

中央印製廠澄清本案得標廠商並無報導內上揭採購法規所稱之違法轉包情事，並經工程會審議確認在案，設備來源也不會來自中國。
