中國浙江省麗水大學團隊 2020 年1月申請「拖曳式海纜切割裝置」專利，與中國國家海洋局 (SOA) 海洋工程師合作，2000 年代末期在南海開發裝置稱為「海洋拖曳式切割裝置」。
根據中國技術專利申請文獻，中國此前至少已有兩項切斷海纜技術的申請，其中2009年的技術是海洋拖曳式切割裝置。2011年另一個同類技術的專利申請，由「海軍通信應用研究所」提出，可自動進行海纜剪切。
2024.11 中國貨船「伊鵬3」（Yi Peng 3）被懷疑蓄意破壞了2條波羅的海海底電纜。
2025 年初，台灣的海底電纜疑似遭到中國的喀麥隆籍貨輪破壞，2月西非國家多哥籍的「宏泰」貨輪涉嫌拖錨，切斷連接台灣本島與澎湖地區的「台澎3號」海纜。
