只要符合情況的台北市民都可以申請，但是審查單位如各區公所、社福中心，會依據申請者的財税資料、是否符合生活困難、家庭有急困情況等，審查合格者才會撥款，並不是「直接上傳身分證、存摺，就會發放金錢」。
