標題誤導。國防部發言人陳中吉：「電話或者是行動電話的簡訊、電子郵件或者是社群軟體，這些方式來輔助通知，已讀不回，特別是用社群媒體或者是簡訊，已讀不回的話，會有相關的措施，其實並不正確。」只是「輔助通知」，而現行的教召令會在召集前40天，用掛號郵遞經郵差投遞2次，跟郵局招領15天，還沒有送達的，就會由警察親自交付。
