此次演練假想情境設定於2025年9月19日上午9時21分，臺灣東部琉球海溝發生芮氏規模8.5地震，最大震度達 6 強，震源深度 10 公里，並引發海嘯威脅。屆時，氣象署將透過災防告警細胞廣播服務（Cell Broadcast Service, CBS）即時將警報訊息發送至民眾手機，協助大家熟悉災防告警流程與後續避難演練。
