鍾琴任命時期為民進黨籍總統陳水扁第一任唐飛內閣時期，由於當時民進黨朝小野大之故，為了國家能正常交接運轉，因此任命當時為國防部長（蕭萬長行政院長）的唐飛接任行政院長，鍾琴亦由唐飛推薦任用為新聞局長，以上為鍾琴任職背景介紹。

因此邱毅與新黨從綠營政務官角度來宣傳鍾琴出身，並不客觀，因此在此一部分為鍾琴身份做補充。
