為鼓勵農地農用，農委會109年起將針對農業用地維持農糧作物生產者，包括水稻、蔬菜、水果、溫室花卉等作物在內，即給予「農業環境基本給付」獎勵，連檳榔、荖葉也可以申領獎勵，全年2個期作每公頃1萬元，申報期間自明年1月2日起至2月7日截止。調查農地農用面積約31.6萬公頃，農委會預估將投入31.6億元經費。 農委會明年起將在原「對地綠色環境給付計畫」各項獎勵措施中，再納入農業環境基本給付獎勵，以鼓勵落實
