民眾並非有權力直接開罰唷，民眾只是提供證據給予警方，再經由警方依照民眾所提供之證據去判斷是否有違反道路交通法，再依照事實去做出是否開罰之裁斷。
開放民眾檢舉能有效減少民眾違規之事實。而且只要不違規不違法，就沒有被檢舉開罰之疑慮。
