國發會預估，台灣將在2025年成為超高齡社會，勞動人口充裕的「人口紅利」急速消失。幾乎同時，預估2026年破產的勞保傳出將啟動改革。台灣勞工陣線協會秘書長孫友聯說，年金制若沒做好，將使台灣超高齡社會「整體貧窮化」；中研院社會學研究所研究員林宗弘更說，台灣老年貧窮狀況已經發生。
