11/8朱立倫於蘆洲市公所宣布，為了照顧長輩，避免長輩往返奔波，經重新招標，並與悠遊卡公司近月來測試，利用科技在各區公所以臨櫃製卡方式，使製卡流程在5分鐘就能完成，讓長輩從以往換發悠遊卡要等待2週的時間大幅縮短。
