研發替代役成果提昇國家競爭力 申請研發替代役之役男須具備碩士以上學歷，以從事科技或產業研究發展工作。自97年實施研發替代役制度，至107年5月已有3萬8千餘名役男在1,500家政府機關、公立研究機關（構）、大學校院、行政法人及財團法人研究機構與民間產業服役，截至106年底研發成果計有專利3,034件，論文8,311篇，其中更有2,121篇發表於SCI期刊。
