此詐騙集團是在監獄中相互認識，通常以十人為一組方式，從拖吊場開始一路尾隨拖吊車，當拖吊車將違規車輛拖吊時，歹徒就躲在一旁熟記被拖吊車子的車號、特徵及外形；由於能夠說出車子各種特徵，被詐騙的車主常不疑有他，為取回車子，只好乖乖地付錢了事。
