健保署副組長江姝靚指，辦理短期停復保人士以2016年為例，約用掉健保3.4億元，目前即使辦理復保後再次停保出國，卻未繳3個月保費，下次再回國就醫也能繼續用健保，該署擬提改善方案，針對欠費的旅外或外派等人士，將鎖卡限制就醫，近期就會實施，以確保健保的公平性。
