和居住在台灣的外國人相比，只有中配有雙親可依親的規定，而這些來台依親者多數是高齡，其健保支出遠大於繳交的保費。依照「兩岸人民關係條例」 第16條，中國籍配偶取得身分證後，可以申請雙親來台定居。但雙親年齡需在70歲以上，且每年只有60個申請名額，來台設籍住滿6個月才能參加健保。
