教育部於109年1月7日接獲立法院陳學聖委員來函，希望於今(8)日提供英國倫敦自由中國中心(即駐英代表處)73年7月10日英代(73)新296號來函及附件影本。教育部茲就上開公文經調閱結果公開說明如下：
教育部為辦理國立政治大學「擴大延攬旅外學人回國任教案」推薦蔡英文女士之任教資格補助案，於73年6月21日以台(73)文23675號函請英國倫敦自由中國中心查證蔡英文女士之博士資格，經英國倫敦自由中國中心以73年7月10日英代(73)新字第296號函復本部，「經查蔡英文君之英國倫敦大學政經學院博士資格屬實」，並隨函檢附英國倫敦大學1984年7月5日信件，信件內容如下：
“I have pleasure in confirming that Ing-Wen Tsai was awarded the degree of Doctor of Philosophy in the Faculty of Law on 14 March 1984 the Field of Study being International Trade Law and the thesis being entitled "Unfair trade practices and safeguard actions" as an Internal Student of The London School of Economics and Political Science”。
