教育部表示，根據國民及學前教育署發布的「國民中小學教學正常化實施要點」，明定編班正常化、課程規劃及實施正常化、教學活動正常化、評量正常化，為兼顧教育公平性，國中小如辦理課後輔導、寒暑假學藝活動及留校自習，課程以復習為主並以自由參加為原則。
