為提振宜蘭縣、花蓮縣、臺東縣、高雄市及屏東縣等區域觀光，以推廣國內旅遊市場、帶動地域觀光發展商機，特辦理「前進宜花東高屏暖冬遊住宿優惠活動」。該活動係採旅宿業者自願參加制，為簡化旅客申請，補助款項係業者現場折抵房價並代墊交通費給旅客，再由業者檢具相關文件向本局申請，觀光局依規定審查無誤即會核撥款項。
