必須是沒有抽到第1波「藝FUN券」，並且符合身心障礙者、18歲以下、65歲以上其一條件的民眾才可登記註冊抽獎，推動第一波「藝FUN券」時，對於身心障礙的朋友和老年、幼年等數位上相對弱勢，這次以紙本作為載體會比較方便。
