陳文瑞表示，鑑於車禍意外多與超速有關，草案也將「嚴重超速」的定義下修，由超過最高時速六十公里，下修為超過四十公里。例如高速公路最高速限一百一十公里，現行時速超過一百七十公里才算「嚴重超速」，但修法後若超過一百五十公里就是「嚴重超速」，可開罰六千元到二萬四千元。
