兩蔣時期倚賴美援，馬英九第一任四年舉債逾一兆三千多億元，超過陳水扁八年舉債，因此以「盜錢、補錢」的評論，可能不是同一個概念。
蔡英文時期拉高繳稅門檻，因此收入偏低的民眾幾乎免稅， 基本工資年年調漲，因此與搬錢也不相符。
