根據資料來源可知，此為長久都存在的法條，但目的是為了讓發放退休金的單位知道被發放退休金的公教人員仍在世，且可以被聯絡。若其不在世，不能被聯絡，也只能暫時停發。若真的在該時間出國，其實只要提供相關資訊即可。
