各國在審查武漢肺炎疫苗緊急授權（EUA）時，無論該疫苗是否列入WHO緊急使用清單，都不是EUA准許通過與否的必要條件。在列入WHO緊急使用清單前，先通過EUA的武漢肺炎疫苗不僅有日本廠AZ疫苗，美國莫德納疫苗也是其中案例。
