風力發電癱瘓是事實，因為大規模結凍無法運轉，但是總發電量僅佔德州的 10% 不到，事實上造成影響的是主力火力發電廠的崩潰。正常的電網系統應該都要有防凍系統，但終年溫暖的德州只考慮了防止夏季熱浪重載的設計，並沒有考慮過寒災的可能性。如果核電廠的崩潰不能歸咎，同樣的邏輯，火力發電廠也不能被歸咎，更不需要歸咎只佔了 10% 不到發電量的風力發電。
