有鑑於道路交通管理處罰條例原規定「吊銷牌照者，經檢驗後，即可重新領牌」，曾遭部分被處分吊扣牌照的有心人士，故意以更嚴重的違規行為，使之轉為吊銷牌照處分，完成繳款及驗車後，即可重新領牌再上路，藉以規避原須吊扣牌照一段時間導致無法用車的影響。為有效防堵法規被濫用，現道路交通管理處罰條例第66條已通過修法，汽、機車牌照，遭吊銷或註銷者，須滿6個月，且經公路主管機關檢驗合格後，始得再行請領。高雄市區監理所
