據檢調指出，高鑫在得標政府採購案後，涉嫌委託中國艾康生物技術（杭州）有限公司，生產冒充包裝後，將包裝運送至香港，隨後再從香港以空運方式運抵台灣，且在包裝上不實標示原產地為美國。而該公司在不到一個月時間內，已經陸續進口約237萬劑試劑。
