民眾任意穿越馬路，依據道路交通管理處罰條例第78條第2、3款規定：「不在劃設之人行道通行，或無正當理由，在未劃設人行道之道路不靠邊通行處新臺幣300元罰鍰」、「行人不依規定，擅自穿越車道處新臺幣300元罰鍰」。
