消防署表示，「112」是全球行動電話都可撥打的緊急救難號碼，就算手機沒有SIM卡，只要手機還有電力，並且「在有任何一家電信業者訊號涵蓋的範圍內」，都可以撥打「112」。簡而言之，就是手機撥不通「110」、「119」時可撥打「112」
