一週前，台中市政府和德國霍夫曼諮詢公司簽署MOU合作備忘錄，準備協助該公司在台中港區的海洋採礦投資，這一兩天有媒體及各界提出疑慮跟提醒，我首先表示感謝，也認為市府有責任好好說明。 對於台中市政府而言，任何來台中、台灣交流、投資的國家、城市、公司或個人，我們都抱持開放的態度，也釋出最大的善意。MOU雖然不是具有高度法律約束力的契約，卻是雙方善意的確立與合作的開端。 簽署MOU代表市府願意作為洽詢平台
