廢塑膠及廢紙進口，經環保署加嚴管制後，其進口量已明顯趨緩；因應世界推動循環經濟趨勢，使用二次料替代原生料，惟國內產業所需之資源廢棄物，其來源應以國內為優先，不足部分才進口國外物料，且其處理過程，應符合相關環保法規。
