國民黨解釋，中二高工程的正式名稱是「二高後續計畫」，總體計畫規劃5000億預算，但最終實際總支出2709億。國民黨指出，一開始編列預算是1768億，且二高在1997年就通車，當時總統是李登輝。國民黨表示，自1998到2010年，桃園大潭電廠總預算為2031億，扁政府用了1603億，並沒有什麼省下1500億的事。
