綜合來說，在台灣發展核電將耗費可觀的金錢與社會成本，亦將嚴重延遲綠電成長與經濟發展，同時由於「以核養綠」的提案內容事實上讓台灣更加依賴燃煤發電，對於空污也沒有改善的效果。
