中國對考執照是有限制條件的，真的想讀中國，還是依照中國規定去讀學位才不會被騙。教育部次長陳德華強調，教育部目前對中國任何醫事學歷都不承認，也未開放中國的學校來台招生。有些仲介公司聲稱免出國可拿學歷，即使真的拿到學歷了，教育部還是不承認的，因此民眾對於民間仲介公司的廣告，應小心求證，以免受騙。
