美國因為國土範圍過大，選票因不同州而不同時間開票，引發提前開票的情況產生，確實有一定的弊端。

根據第二條第一款第四節：
The Congress may determine the Time of chusing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States.

那是說國會要定日期：就是所謂的選舉日，比如今年11/3
選舉人票要當天出來：意思就是要當天決定出該州的選舉人票歸屬
而全國統一在當天要出爐：11/3當天就要有選舉結果

合起來看，國會決定了11/3為投票日，當天勝負就要決定，全國的選舉人票就要產生
