此為中共認知作戰素材，故意以不實資訊企圖讓台灣人懷疑美國的各種動機，讓台灣人對於與美國合作的法案產生不信任甚至反對，這會導致美國也無法信任台灣，進而在國際政治、外交、經濟、軍事上減少對台灣的支持。而當台灣失去盟友孤立無援時，中共等於減少了侵略台灣的阻力，就能更輕易併吞台灣。
