陸委會認為，如果是不了解法案內容，或基於特定政治目的而惡意曲解，恐怕無法進行有建設性的討論。陸委會重申，反滲透法草案是針對滲透干預的不法行為，而不是針對特定身分或對象，一般正常的兩岸交流並不會觸法，台商、台幹、台師、台生正常的經商、工作、生活、就學，以及參與政治活動、發表政治言論的權利都不會受到影響。
