開車的人不見得是車主，交通部本周預告修正《道路交通安全規則》，將首度推出汽車登記「汽車主要駕駛人」制度，車輛新領牌照、過戶或復駛等異動登記，原則可登記一位，最快可能明年3月或4月上路，該新制不強制，民眾可自主登記，未來主要駕駛人登記制成熟後，交通部擬研議討論罰單可直接寄給主要駕駛人而非車主。
