不管是大廠或是小廠，中央流行疫情指揮中心已經針對所有具有醫療器材許可證的醫用口罩廠商，發出徵用書。也就是除了已徵用的29家外，剩下的37家也會列入徵用範圍。過去因為人力受限，經濟部採取分階段徵用的方式，第一批徵用10家、第二批15家、第三批4家。合格的製造商都可以生產口罩，不會只有部分廠商才能生產製造。
