衛福部不是「公告核准」未成年變性手術，反而是為了避免未成年人過早接受非緊急且不可逆轉的性別手術，才會訂定建議原則，要求醫療團隊需要經過更謹慎的專業評估，有癌化或是嚴重適應困難等因素才考慮手術選項。
