柯表示，台北市基金很多，醫療、教育都有，這只是台北市政府財務的內部基金調度，沒有救不救命基金的問題，跟外面銀行團借錢利息比較高，內部資金調度利息比較少，細節請財政局長來回答，（媒體）不要用那種聳動的名字。
