在台灣，電子菸屬違法商品，衛福部、食藥署也曾多次對外表示電子菸的安全性尚未經確認，同時也沒有足夠證據證實其有助於戒菸。電子菸在大部份國家被當成3C產品來賣，因為造型新潮、口味多變，在歐美青少年之間愈來愈流行，變成一種時尚，更變成許多青少年「進階」抽真正的香菸之前的過渡。而電子菸對身體無害的看法，也慢慢被推翻，電子菸不但對抽的人有害，也會製造二手菸。
