關務署基隆關解釋，棉花棒屬於「醫療器材」，如民眾進口的醫療器材供個人使用，符合輸入辦法所列項目及數量，無需申請輸入許可，每人每半年只能免證輸入1次。大量的數目，依醫療器材管理法第25條規定，應向中央主管機關衛福部申請查驗登記，經核准發給醫療器材許可證後才可輸入。
