所謂「如果要通報必須解剖」的說法與事實不符。接種疫苗後的死亡通報並沒有強制一定要解剖，但如果願意接受解剖，政府會給予30萬元慰問金。「陳時中表示，死亡病例若能解剖，對於釐清死因幫助很大，為鼓勵釐清死因、幫助更多民眾，接種疫苗後通報死亡個案若同意解剖，將給予30萬元慰問金，並強調疫苗相關救濟都會從寬認定。」
