新北市交通警察大隊表示，隧道外固定式超速照相無法有效降低隧道內車速，而隧道內又無合適執法空間，故參考歐洲國家速率執法經驗，實施區間平均速率執法，期能有效降低隧道內車速，減少事故發生。
