過去陸委會曾經設立中華發展基金，並由該基金依據「獎助大陸地區研究生來臺研究作業要點」（後改為「中華發展基金管理會補助大陸地區研究生來臺撰寫學位論文作業要點」），提供中國申請來台研究的研究生生活費、資料費等相關經費，在馬政府時期因把生活費調整成每月3萬元引發爭議，後中華發展基金在103年起遭裁撤，現已不存在。
