查目前各住院醫療院所並非全然提供膳食，為使受害人公平獲得膳食費補助，爰規定住院期間所購買膳食，無論是否向所屬醫院購買，均予給付並免檢附收據，以避免爭議。此外因物價上漲，膳食費金額酌予提高。
