中華民國憲法中許多條文的定義和用字已經不符現實，一直以來都有改革的聲浪，但由於人民對「台灣」與「中華民國」之間關係，以及台灣未來方向尚未形成清楚的共識，加上修憲門檻相當高，台灣的修憲議題才會一直懸而未決。
