電信業者表示，此為響應政府政策，持續實施不定期災防告警系統測試作業。「每月測試用訊息」頻道在多數手機中預設值為關閉，僅有少部分民眾手機會發出特殊告警聲響與震動，因此提醒收到測試訊息的民眾不用過度緊張。
