雖然製冰是停電時可以短時間內應急的做法，但「輪流停電」在 2022 年並不正確，電力系統發生故障無法完全避免，一旦遭遇偶發事故時，若各項保護措施未能迅速恢復正常，事故會猶如疫情滾雪球般地擴散，進而拖垮其它電網上正常運轉的發電機組；分區輪流停限電，將故障區快速隔離是電網斷尾求生，來避免更大規模影響，但這不是必然發生的情況。
