整份名單跟台灣要求的人道優先確實有出入，甚至出現50名中國配偶的怪現象 。中國在起飛前才給出完整名單，其中大量抽換掉我方給的優先名單，但基於人道和信任，還是讓飛機降落台灣，但陳明通說，第二波沒有台灣同意，飛機絕對飛不起來。
