「以核養綠」要視各國的能源政策與現況。根據歐洲議會的環境委員會主席Pascal Canfin的說法，「核能或燃氣在任何條件下皆不能算是『綠色』技術，但兩者原則上並未被明文排除或納入其他分類當中。就像其他歐盟分類原則中所涵蓋到的技術，它們將受到『不造成顯著傷害』的嚴格檢視。」另一方面，歐洲綠黨黨團的立場是，如果依照「不造成顯著傷害」原則，核能也不應該被視為「轉型技術」。許多國家也採取這樣的立場。
